Guthrie City Council – Government Overview
Municipal Government Structure in Kentucky
In the Commonwealth of Kentucky, city governments operate under one of three primary models: the mayor-council, commission, or city manager form. Each model determines how power is distributed between the legislative and executive branches at the local level.
The City of Guthrie follows the mayor-council model, the state’s most common form of municipal government. In fact, approximately 53 percent of Kentucky cities operate under this structure. Notably, all cities using this model have six to twelve council members. Guthrie, in particular, has six elected council members.
How the Mayor-Council Model Works
The mayor-council system functions in a way that mirrors the executive-legislative relationship seen in state and federal governments. On the one hand, the city council serves as the legislative body. Its members are responsible for a range of duties, including:
- Enacting local ordinances
- Levying municipal taxes
- Reviewing and adopting the city’s budget
On the other hand, the mayor acts as the chief executive. This role includes several key responsibilities:
- Vetoing legislation passed by the council
- Overseeing the management of city personnel
- Supervising daily administrative operations
- Voting to break ties during council meetings when necessary
This system is designed to ensure a balanced power distribution while promoting oversight and efficiency in local governance.

The City of Guthrie is governed by six elected council members and the mayor. Together, they oversee the development and implementation of city policies. The individuals serving on the council are:
