Guthrie City Council – Government Overview Municipal Government Structure in Kentucky In the Commonwealth of Kentucky, city governments operate under one of three primary models: the mayor-council, commission, or city manager form. Each model determines how power is distributed between the legislative and executive branches at the local level.
